Ghana and Morocco are taking a new step in their bilateral relations. Meeting in Accra on the occasion of the Second Permanent Joint Cooperation Commission, the two countries signed eleven agreements covering key sectors such as air transport, customs, mining, energy and higher education. The aim is to stimulate trade and support African economic integration.

The agreements were concluded on 21 July 2026 following the second session of the Permanent Joint Commission on Cooperation (CMPC), co-chaired by Ghanaian Foreign Minister Samuel Okudzeto Ablakwa and his Moroccan counterpart, Nasser Bourita.

The two governments intend to strengthen their economic partnership by building on their respective geographical positions: Ghana as the headquarters of the African Continental Free Trade Area (AFTAAF) Secretariat and Morocco as a platform linking Africa, Europe and the Mediterranean basin.

Among the 11 agreements signed are an Air Services Agreement, designed to facilitate links between the two countries, as well as a Mutual Administrative Assistance Agreement in customs matters, aimed at improving cooperation between administrations and fluidising trade.

The two States also concluded several memoranda of understanding on standardization, conformity assessment, metrology, meteorology, higher education, science and technology.

Cooperation also extends to the mining and energy sectors. In particular, a scientific and technical protocol has been signed between the National Hydrocarbon and Mining Office (ONHYM) of Morocco, the Minerals Commission and the Geological Services Authority of Ghana to enhance exchanges of expertise.

Other agreements include diplomatic and professional training, university scholarships, internships, sport and archives management.

These commitments are a continuation of the preparatory work carried out by experts from both countries in June 2026 in Rabat. Beyond strengthening bilateral relations, Accra and Rabat aim to further develop investment, regional value chains and intra-African trade.

According to data from the Observatoire de la Complexité Economique (OEC), Ghana's trade with Morocco is estimated at nearly $286 million, a level that both partners hope to increase through the implementation of these new agreements.
