A memorandum of understanding was signed on 22 October 2026 to study the development of an integrated logistics platform in the hinterland of the port of Dekheila in Alexandria. The project includes distribution, re-export and light processing of goods.

Egyptian Minister of Transport Kamel El-Wazir attended the signing of a Memorandum of Understanding between the Alexandria Port Authority, Hassan Allam Utilities and Al-Tarek Capital, specializing in the management of real estate assets.

The agreement concerns the study, development and operation of an integrated logistics platform of 273,008 m2 in the area west of the port of Dekheila in Alexandria. This step should allow the parties to clarify the conditions of the project prior to its implementation.

The proposed infrastructure would bring together several services: storage, handling, distribution, re-export, preparation of finished products and light industrial activities. These operations aim to add value to goods transiting through the port and to expand the services offered to importers and exporters.

The project must also promote investment in logistics activities and improve connections between port facilities, distribution networks and industrial activities.

According to Kamel El-Wazir, this initiative is part of Egypt's strategy to develop its transport, logistics and transit trade activities. In particular, the Department intends to increase the economic benefits of harbours by diversifying their functions beyond vessel reception and handling.

The project will contribute to the integration of Egyptian ports into international supply chains and to the development of trade in the eastern Mediterranean. The Minister asked the signatories to step up their meetings in order to speed up the preparation of an agreement detailing the conditions for implementation.

For Hassan Allam Holding, the parent company of Hassan Allam Utilities, the project is an investment focus focused on the links between transport infrastructure, distribution networks and industrial activities.

Its Co-Director General, Amr Allam, highlighted the opportunities for improving the flow of goods and business access to markets. At this stage, the protocol covers the study and preparation of the project; the final details of its implementation have yet to be specified.
