Pape Ousseynou Pouye was appointed Director General of the Senegalese Council of Shippers (COSEC) at the Council of Ministers on 10 September 2026. From the private sector, he performed several functions in logistics, transport and port operations before taking over the leadership of the institution responsible for representing the interests of shippers.
Pope Ousseynou Pouye, 35 years old, has more than ten years of professional experience in the logistics and transport sector. In particular, he led ITO Global Logistics, after serving as Operations Manager and Client Program Manager at A.P. Moller-Maersk/Damco. Its journey also includes responsibilities in several companies involved in the transport and supply chain.
Its training focuses on these areas. He holds a Master 2 in Port Logistics and Management, with teachings in law, economics, management, international affairs and economic engineering.
He also holds an English degree from Gaston Berger University in Saint-Louis. His career includes several international trainings and programs, including a corporate leadership program at Jackson State University in the United States in 2024.
In his first message after his appointment, the new Director General of COSEC indicated that he wanted to focus his action on the interests of shippers, the costs of the port passage and the efficiency of the supply chain.
These questions concern directly the conditions for the transport of goods and the competitiveness of Senegalese external trade. He also thanked the President of the Republic, Bassirou Diomaye Faye, for his appointment and indicated that he wanted to work for COSEC.
The appointment takes place in a context where the costs and delays of the port crossing, as well as the organization of the flows of goods, are at stake for the external trade actors.
The new Director General will now have to include these guidelines in COSEC's missions and translate them into actions for shippers and the national supply chain.
