Guinea signed on 10 September 2026 in Conakry three loan agreements with the ECOWAS Investment and Development Bank (BIDC) for a cumulative amount of €269.546 million. The main transport and logistics component concerns the development and bitumage of 84 km of roads in Upper Guinea, with the aim of improving the connection of several localities to the national road network.
Road financing covers the development and bitumening of the Cissela–Banko–N This work must improve the service to the localities concerned and their connection to the RN1, which inter alia connects Conakry to Kankan.
The project is also intended to contribute to the opening up of Dabola and Kourosa, two prefectures located in an area where agricultural activities generate flows of people and goods.
Beyond the local service, the project concerns exchanges between Upper Guinea and other parts of the country. The Guinean Government states that the improvement of these routes must facilitate the movement of people and goods, especially from agricultural areas.
The connection to the national network must also support exchanges with regional markets, in a road area which is particularly oriented towards Mali.
The project is also part of the Simandou 2040 programme, to which the authorities attach several investments in infrastructure.
The three agreements signed with BIDC amount to a total of EUR 269,546 million, at an overall cost of EUR 285.377 million.
In addition to the road component, the financing covers the construction of a 200-bed regional hospital in Siguriet for the Tinkisso hydropower project, an installed capacity of 11 MW and an estimated annual production of 48 GWh.
The Guinean authorities have asked the authorities concerned to respect the conditions for the first disbursements and the deadlines for implementation of the various projects.
